La semana pasada CADEP el gusto de conversar con Riult Rivera Gutiérrez, Presidente Municipal de Colima. Durante nuestro encuentro, pudimos conocer de primera mano los retos que enfrenta el municipio, así como las oportunidades de desarrollo que están sobre la mesa.

Hace unas semanas , tuve el honor de acompañar a Jorge Alarcón, Presidente de Grupo VECTOR, y a representantes de la empresa china hashtag#Xiamen C&D Inc., en la presentación de su ambicioso proyecto de inversión ante autoridades del municipio de Tecámac.
Este conglomerado asiático está evaluando realizar importantes inversiones estratégicas en la región, aprovechando:
✅ Las ventajas logísticas de la zona
✅ La conectividad con el Aeropuerto Internacional Felipe Ángeles (AIFA)
✅ Los incentivos del Gobierno Del Estado De Mexico

A couple of weeks ago, I had the honor of joining Jorge Alarcón, President of Grupo VECTOR, and representatives of the Chinese company Xiamen C&D Inc., as they presented their ambitious investment project to local authorities in Tecámac.
This leading Asian conglomerate is exploring significant strategic investments in the region, leveraging:

✅ Direct access to the Felipe Ángeles International Airport (AIFA)
✅ Incentives offered by the State of Mexico

In our previous video, we promised to explain how the recent reforms to Mexico’s Federal Public Administration are directly impacting the telecommunications, technology, and software sectors — especially if you’re a supplier to the federal government.

🚨 Attention software companies: this update is crucial. Mexico’s new Agency for Digital Transformation and Telecommunications is now responsible for setting national policies on telecommunications and broadcasting. One of its most ambitious projects is the creation of a Public Software Factory, allowing the government to develop its own tech solutions and share them with state and municipal governments.

👉 What does this mean for you? If you sell software to the government, you’ll need to innovate, differentiate, and protect your IP more than ever.

🛰️ But that’s not all. This same agency will now oversee the Mexican Space Program, which includes the launch of two telecommunications satellites and one earth observation satellite in the coming years.

📡 Additionally, the agency will handle telecom concessions — including both their issuance and revocation.

⚠️ There’s significant regulatory uncertainty, as the replacement framework for the Federal Institute of Telecommunications (IFT) has yet to be published. Recent reforms were approved with limited legal clarity.

💻 And finally, all federal purchases of software, hardware, and telecommunications services will now require approval from this new agency.

🔍 In summary: If you work in tech, software, or telecom and either do or want to do business with the Mexican government, you must stay informed and be ready for this new environment.

El pasado 14 de marzo, nuestro socio y gran amigo Juan Antonio Rodríguez Hernández, le fue otorgada por parte de la República Francesa la Orden Nacional de las Palmas Académicas en grado de Caballero.

Juan ha sido un gran promotor de la cooperación y los negocios entre Francia y México. Él es egresado de la Escuela Nacional de Administración (École nationale d’administration), experto en políticas públicas, pero sobre todo es un gran ser humano. Precisamente cuando comenzamos a publicar videos, Juan comenzó a hacer videos explicando la situación política en México en francés y nos ayudó a hacer la traducción de varios contenidos. Ahora ya lo saben, en CADEP se habla francés.

En pasado 21 de febrero,  tomó de protesta la mesa directiva 2025-2026 de la ASOCIACIÓN DE AUTORIDADES LOCALES DE MÉXICO, A.C. AALMAC.  La AALMAC es una asociación surgida en 1997 agrupando a gobiernos municipales de México; surge por la necesidad de impulsar la Agenda Municipal Nacional, desarrollando gestiones y relaciones institucionales con los otros órdenes de gobierno, el Congreso de la Unión, los Congresos Locales e instancias nacionales e internacionales, todo esto, con el propósito de fortalecer a los gobiernos municipales y favorecer la solución de sus demandas.

Actualmente AALMAC está integrada por 399 gobiernos locales, con presencia en 26 estados, 385 municipios y 14 jefaturas delegaciones en la capital del país, representando a una población de más de 22 millones de habitantes.

La AALMAC será presidida por Alma Denisse Sánchez alcaldesa de #Moroleón,  #Guanajuato. Agradecemos la invitación para intercambiar experiencias con alcaldes y conocer sobre la mejores prácticas a nivel municipal.

El pasado viernes 7 de febrero, tuvimos la oportunidad de participar en el foro de consulta “Derecho a la seguridad y la paz”, organizado por la Secretaría de Seguridad Ciudadana de la Ciudad de México, en el marco de la consulta ciudadana que se realiza para formular el Plan de Gobierno 2025- 2030 de la Ciudad de México.

Nuestro socio, Juan Antonio Rodríguez Hernández fue invitado a participar en la “Mesa 3, Redefiniendo la Seguridad en la Ciudad de México: Más y mejores policías”, pues es un experto en crear sistemas de carrera profesional; capacitación de servidores públicos; entre otras muchas cosas. Para que las instituciones funcionen y alcancen sus objetivos es necesario, no solo tener personal capacitado y en buena cantidad, se requiere que los servidores públicos cuenten con el perfil adecuado y sean aptos para desempeñar sus funciones.

Por mi parte, fui invitado a participar en la “Mesa 2, Fortalecimiento de la inteligencia e investigación en la tareas de la policía de la Ciudad de México”. Sin duda un tema controversial, pues la policía preventiva (proximidad) hasta hace poco no realizaba acciones de investigación criminal que pudieran desembocar en una causa penal (juicio), pues esa atribución solo le correspondía a la Policía Investigadora o Ministerial bajo la dirección de las fiscalías. Se discutió la necesidad de utilizar la tecnología como un instrumento para obtener información de inteligencia, así como de programas de mantenimiento de equipo tecnológico pues en muchas ocasiones el equipo no recibe el mantenimiento adecuado y se deteriora; pero también se conversó sobre contar con el personal calificado y establecer controles tanto tecnológicos como ciudadanos.

Una de nuestras propuestas es crear un Informe Policial Homologado como el que ya existe para los temas penales, pero para sanciones administrativas. Este informe debería ser digital para que pueda ser explotada la información de manera inmediata. Esto permitiría crear mapas de calor; acciones preventivas; crear políticas públicas e; inclusive se almacenarían antecedentes de conductas antisociales que si bien, no constituyen un delito, si crean precedentes sobre conductas violentas de individuos que por lo general se relacionan con delitos de violencia de genero; violencia intrafamiliar; maltrato infantil; entre otros.
Estas propuestas las formulamos desde nuestra experiencia en el diseño y gestión de proyectos tecnológicos relacionados con la seguridad pública, procuración y administración de justicia en distintas partes de México.

Por último, agradecemos la invitación a la Comisario Jefa Rosario Novoa Peniche, Subsecretaria de Desarrollo Institucional de la Secretaría de Seguridad Pública de la Ciudad de México.

Signing the contract and proving its compliance will guarantee that you will be paid for the product or service provided, whether in the next few months or next year.

When we are a company and we finish providing a product or service, it is very important to have good communication with the public servant who receives the product or service through the deliverables.

You just have to keep in mind that what for us as a private company is a deliverable, for government officials a deliverable can be something very different even if it is established in a contract.

You must take into account that the public official will always be thinking about a possible audit, so communication with this official must be constant and must be verified so that both parties agree on what, how and when the deliverables will be. In Claudia Sheinbaum’s Government 2024–2030
We have new players and a new game board.

Claudia Sheinbaum has not only appointed a new cabinet but also redesigned much of the public administration.
New ministries were created, some were renamed, and others were assigned new functions.

Three new ministries were established:
1. Ministry of Science, Humanities, Technology, and Innovation
2. Ministry of Women’s Affairs
3. Digital Transformation and Telecommunications Agency

Key Changes in Existing Ministries:
Ministry of Finance and Public Credit (SHCP):
The SHCP regains the authority to carry out consolidated purchases, which had been transferred to the Ministry of Public Administration over the past two years. It will also resume responsibility for market research and contracting processes.

Ministry of Public Security and Citizen Safety:
This ministry will now have expanded powers, including the authority to investigate crimes and issue directives on training and technology related to public security.

Ministry of Environment and Natural Resources (SEMARNAT):
For the first time, this ministry has been expressly tasked with monitoring climate change.

Ministry of Agriculture and Rural Development (SADER):
This ministry will focus on regulating the operation of agri-food markets, increasing productivity, and other responsibilities to be defined once the budget is approved.

New Ministry Functions:
Ministry of Science, Humanities, Technology, and Innovation:
This ministry will:
– Coordinate the participation of public, social, and private sectors in scientific research, technological development, and innovation projects.
– Propose to SHCP tax incentives, financial support, and subsidies to promote technological projects.
– Encourage technology transfer.

Ministry of Infrastructure, Communications, and Transport:
Its functions will now focus on:
– Public works of various types.
– Railway, air, maritime, and highway transportation.
– Note: The ministry has relinquished all matters related to telecommunications.

Digital Transformation and Telecommunications Agency:
This new agency will:
– Develop and lead telecommunications policies.
– Issue regulations for the procurement, leasing, and provision of telecommunications services, and provide technical assessments for their supply.
– A Note for the Technology Sector:
We have some bad news for companies selling software and technology to the federal government. Telecommunications in this reform have become a highly complex matter.
